Virginia Rail (Rallus limicola)
It was foraging in an icy stream at Quaker Pond in Mendon Ponds Park, Monroe County, NY on Feb 3, 2014. This is well to the north and west of the usual winter range for the species. However, they have been reported at this location in winter since the 1970s, probably because there is open water even in the coldest weather due to heat from decomposing vegetation. Flecks of frost can be seen on the plumage.
